Vietnam issues administrative penalties rules for crypto violations, effective September 1

Deep Tide TechFlow message: On July 20, according to Cointelegraph, Vietnam issued Decree No. 284/2026/NĐ-CP on July 16, officially establishing an administrative penalty framework for violations of cryptocurrencies, providing enforcement grounds for the upcoming regulated crypto market. Under the decree, investors who trade through unlicensed platforms face a maximum fine of 50 million VND (about $1,900); the unauthorized issuance of crypto assets and serious anti-money laundering (AML) violations carry a maximum fine of 200 million VND (about $7,700). Authorities are also authorized to suspend related activities, revoke licenses, and confiscate assets. The decree will take effect on September 1. In background, Vietnam opened applications for domestic cryptocurrency exchange licenses in January this year. Deputy Finance Minister Nguyễn Đức Chí previously said the first batch of regulated activities is expected to begin in the third quarter.
