The Senate vote on the Clarity Act remains in limbo, as negotiations over the White House ethics provisions hit a stalemate

Deep Tide TechFlow news: On July 20, according to Crypto in America, the U.S. crypto market structure bill《Clarity Act》has only 14 working days left until the Senate’s August recess, but the voting date still has not been set. The latest text of the bill has not been released yet, and negotiations on core disputes remain stalled.

The key sticking point is the ethics provisions—clauses intended to prevent government officials from profiting from digital assets have not yet received endorsement from the White House. Last Thursday, Trump held a closed-door meeting in the Oval Office with Senators Cynthia Lummis and Bernie Moreno, along with White House Chief of Staff and others, but to date the White House has still not clearly stated which ethics parameters it supports.

Other major points of contention include:

BRCA (the Blockchain Regulatory Certainty Act)—whether it can be retained, as it is currently being publicly opposed by the National Sheriffs’ Association, which says that cryptocurrencies are a “cartel’s preferred currency”

Portions of the Agriculture Committee provisions, involving conflicts of interest related to vertical integration by crypto exchanges, related-party transactions, and state-law preemption

Whether the support votes from Democratic Senators Warner and Cortez Masto can be secured; their stance depends on whether the bill sufficiently addresses law enforcement concerns about illegal finance

Mainstream views on Capitol Hill hold that negotiators must complete the procedural vote setup by the end of this weekend, otherwise the bill will miss the last window before the August recess.
