What should we make of the progress on the Clarity Act?

First, based on the publicly known information, we all know that the Clarity Act is currently mired in partisan politics, unlike the situation in the House when it had support from both parties.
One of the main reasons it has become a major partisan issue is that Trump has too much at stake in crypto. Democrats believe this is a great opportunity to latch onto Trump. Therefore, it’s hard to analyze the probability of passage rationally. The Clarity Act is indeed a good thing for the American public and many industries, but sometimes democratic systems can prevent good things from happening—especially during election season.
However, we also know that it’s still ultimately a good thing, so even if it can’t pass this year, it will pass at some point in the future.
The worst-case scenario would be Democrats continuing to seize the issue and keep biting onto Trump, dragging this bill into the next presidential term. This is a very low-probability event, because voters will eventually get tired of the same ongoing topic. The Clarity Act won’t always occupy the headlines for years. As its news value declines, continuing to entangle this issue brings Democrats no benefit and will further reduce their support among pro-crypto voters (there are 50 million such people in the U.S., not a small group).
In short, I think investing on the assumption that the Clarity Act will pass is basically the same as flipping a coin. Although I do agree that the odds of “heads” are slightly higher than “tails.” Because, judging from publicly available information, Trump seems willing to compromise, which is a good thing.
Also, from a positioning perspective, if you were someone who successfully escaped the top last year and you’re looking for signals of a bear-market reversal, then the opportunity is actually quite good right now:
1) Either the Clarity Act passes, becoming a catalyst for the reversal and ending the bear market;
2) Or the Clarity Act doesn’t pass, becoming the catalyst for the “final drop” that everyone expects, after which the bear market ends and you still buy crypto.
