Jinse Finance reports that on July 2, the Liaoning Provincial People’s Government recently issued the Liaoning Province “15th Five-Year Plan” Marine Economic Development Plan. The plan calls for accelerating digital and intelligent transformation. It also proposes strengthening the construction of a “Digital Ocean,” systematically deploying marine digital infrastructure, enhancing the aggregation, integration, and standardized processing of data resources such as marine observation and monitoring, satellite remote sensing, and drone aerial photography, and building an integrated air-space-ground-sea marine information data collection and transmission network.

It will move forward with the construction of the Northern Marine Data Application Engineering Center, establish large-model systems for the Yellow Sea and Bohai Sea in vertical marine domains, and a comprehensive marine big data application service platform, while strengthening secure utilization of marine data elements. It will further deepen the integrated applications of new-generation information technologies such as artificial intelligence, digital twins, and the Internet of Things in the marine sector, expand “artificial intelligence + marine” application scenarios, and explore the application of quantum technology in marine science and technology.
