On June 29, Premier Li Qiang of the State Council chaired an executive meeting of the State Council. The meeting heard a report on the development of artificial intelligence, studied work related to the current situation in foreign trade and the building of a trade powerhouse, and reviewed and approved the “15th Five-Year Carbon Peak Action Plan” and the “15th Five-Year Plan for National Health.” The meeting noted that it is necessary to accurately grasp the evolution trends of artificial intelligence, accelerate research and breakthroughs in key technologies, and build ultra-large-scale intelligent computing clusters.
The State Council issued the “15th Five-Year Plan for Education Development.” It made systematic arrangements for improving the forward-looking layout of educational resources, strengthening regional educational layout, and optimizing the talent cultivation layout, and clarified comprehensive reform tasks in six areas, including deepening education evaluation reform. The Plan specifies that efforts will be made to explore extending the years of compulsory education. It calls for advancing artificial-intelligence education across all education stages, improving students’ artificial intelligence literacy, and enhancing their ability to raise questions and solve problems. It also aims to improve the quality and expand the scale of higher education, with undergraduate enrollment at “Double First-Class” universities increasing by more than 100,000.
The Ministry of Commerce released an announcement to include 20 Japanese entities in an export control and management list. It prohibits export operators from exporting dual-use items to the entities mentioned above, and prohibits foreign organizations and individuals from transferring or providing dual-use items originating in China to the entities mentioned above. Any related activities currently underway must be stopped immediately. At the same time, the Ministry of Commerce will also add 20 Japanese entities to a watch list.
On June 29, the People’s Bank of China conducted reverse repo operations of 157.5 billion yuan with a 7-day term, while also conducting reverse repo operations of 300 billion yuan on an overnight basis. In net terms, 19 billion yuan was withdrawn in a single day. This was the first actual use of overnight reverse repo operations. Notably, in this overnight reverse repo operation, the central bank only disclosed the operation amount and did not disclose the interest rate.
South Korea is fully building a new semiconductor cluster. Samsung announced a total investment plan as high as 265.5 trillion won; SK Group announced that it will invest 1100 trillion won to expand semiconductor supply. South Korean officials also said they expect DRAM production capacity to double within five years, and the global memory market to grow fourfold within five years.
Samsung Electronics, SK Hynix, and Micron Technology have been sued by some consumers in the United States, accused of allegedly manipulating the prices of memory chips. The plaintiffs alleged that the three companies produce the vast majority of the world’s DRAM chips and have been colluding to control supply and prices since 2022, pushing DRAM prices up by about 700% over the past four years.
Nearly 20 global analog and power semiconductor companies are about to kick off a new round of price increases on July 1. So far this year, many manufacturers have already shown characteristics of multiple-batch, stepwise price adjustments. Guangzhou has issued the first fine for “stealing floor area” in the property market. The Liwan District Urban Management and Law Enforcement Bureau made a penalty decision against a renovation project of a local urban village. It determined that the project, whose primary function is commercial housing, converted decorative columns into structural columns without planning approval, with a renovated area of nearly 200 square meters.
The CSI Index Company will release the CSI Smart Select New Power System 100 Index on June 30. It will select 100 listed companies as index constituents from six major core areas: the power source end, the grid end, the load end, the energy storage end, power system intelligence, carbon trading services, and equipment manufacturing.
The world’s hottest memory ETF—Roundhill Memory ETF (DRAM)—recently rebalanced its portfolio. For the first time, it included A-share storage chip giant GigaDevice, with a weighting of 2.91%, making it the 8th largest holding of this ETF.
Nanya New Material announced it plans to invest 790 million yuan to build a high-end copper-clad laminate R&D and industrialization project. Haichuan Intelligent announced it plans to acquire 15.3% equity of Nanjing Jiyu Semiconductor for 130 million yuan. Fibocom announced it plans to acquire 37.16% of Hangsheng Electronics for 1.428 billion yuan. Maixinlin announced it has signed an 890 million yuan procurement contract for computing server equipment.

The three major U.S. stock indices rose across the board. The Dow rose 0.59% to 52182.74 points; the S&P 500 rose 1.18% to 7440.43 points; the Nasdaq rose 2.07% to 25820.14 points.
The three major European stock indices closed slightly lower. Germany’s DAX index fell 0.18% to 24626.89 points; France’s CAC40 index fell 0.21% to 8367.33 points; the UK’s FTSE 100 index fell 0.23% to 10484.22 points.
Major stock indices in Asia-Pacific showed mixed performance. Japan’s Nikkei 225 closed up 0.15% at 69468.11 points. South Korea’s KOSPI (Korea Composite Index) fell 0.2% to 8394.65 points; South Korea’s KOSDAQ index rose 8.13% and briefly triggered a circuit breaker during trading.
International precious metals futures generally closed lower. COMEX gold futures fell 1.61% to $4030.50 per ounce, and COMEX silver futures fell 1.54% to $58.76 per ounce.
U.S. oil’s main contract closed up 1.72% at $70.42 per barrel; Brent oil’s main contract rose 1.34% to $73.57 per barrel.
Google has started restricting the use of its AI large model Gemini by Meta, the parent company of Facebook, because Meta’s computing power demand exceeds the capacity currently available from Google.
Anthropic and Amazon renegotiated and reached a new agreement. The billing method changed from charging per compute hour to charging per Token. Under this new agreement, Amazon may pay higher fees for Anthropic’s technology.
