【Caixin】 The “Urban Renewal ‘15th Five-Year Plan’” released on May 28 (hereinafter referred to as the “Plan”) is the first national-level special plan in the field of urban renewal in China. What will be the key tasks for urban renewal over the next five years? Where will the funding come from?

The Plan sets 10 indicators in areas including the quality of residential living, public services, the human settlements environment, and infrastructure (see the Caixin report “Quantitative Targets for ‘15th Five-Year’ Urban Renewal Clarified; Local Special Bond Funds Can Be Used as Project Capital”).

On June 8, at a routine policy briefing of the State Council, Qin Haixiang, Vice Minister of Housing and Urban-Rural Development, introduced that to promote the realization of the above indicators, the Plan deploys and implements a number of projects for people’s livelihoods, development projects, and safety projects.
