Apple is reportedly lobbying the U.S. government to approve the purchase of memory chips from ChangXin Memory Technologies.

Foreign media, citing informed sources, report that Apple is lobbying the Trump administration to obtain permission to purchase memory chips from China’s leading domestic DRAM maker, ChangXin Memory Technologies (CXMT). ChangXin Memory Technologies has been blacklisted by the Pentagon due to alleged links to the People’s Liberation Army.

The iPhone maker has launched a lobbying campaign to gain support from the White House, in order to ease the financial pressure brought on by rising memory chip prices.

Informed sources say Apple approached the U.S. Department of Commerce more than a month ago. While Apple has not been banned from buying chips from ChangXin Memory Technologies or another Chinese memory chip maker, Yangtze Memory Technologies (YMTC), the Pentagon has placed both companies on its “Chinese military-industrial companies blacklist.”

The lobbying effort was launched after Trump met with Chinese President Xi Jinping in Beijing last month. It remains unclear whether Apple can obtain any assurances from the U.S. government, especially a commitment that ChangXin Memory Technologies will not be added to the Entity List.

In 2022, Apple had considered buying memory chips from Yangtze Memory, for iPhones sold in China, which triggered a strong backlash. Outside of China, the memory chip industry is highly concentrated among three companies. In addition to relying on South Korea’s Samsung and SK Hynix, Apple also relies on U.S. chipmaker Micron Technology to supply DRAM memory for its devices.
