OpenAI's new model GPT-5.6 not allowed to launch: Trump administration requires phased release
OpenAI's next major model, GPT-5.6, won't be launched universally; the Trump administration requires it to first be tested by a small group of partner users before gradually rolling out to the public.

(Background: OpenAI partners with Broadcom to unveil first AI chip "Jalapeño," reaching the target in 9 months to challenge Nvidia's dominance)
The top U.S. AI company OpenAI is preparing its next major model, GPT-5.6, but this time it won't be a "full launch open for testing"—the Trump administration has required that a small group of trusted partners get early access first, and only after confirming the model's performance stability will it gradually open up to more users. OpenAI co-founder and CEO Sam Altman revealed this information during a Wednesday employee meeting, emphasizing the U.S. government's increasing concern about the performance of cutting-edge models.
Phased release: Not just about pricing, but model "quality"
According to sources familiar with the matter, the original report stated that Altman told employees in an internal meeting that the government is worried about the performance of the most advanced models—not just computing power or speed, but accuracy and stability in critical tasks. Although Altman did not explicitly mention competitor Anthropic's recent downtime incident, it serves as a preview of the GPT-5.5-Cyber version: the cybersecurity version of GPT-5.5 performed impressively in White House tests, while Anthropic's cutting-edge model Mythos was suspended under regulatory pressure.
The AI arms race isn't just about "faster," but "more reliable"
OpenAI's phased strategy this time is actually consistent with its recent self-developed AI chip roadmap. Just yesterday, OpenAI announced the launch of its first self-developed AI chip, "Jalapeño," in partnership with Broadcom, shifting from dependence on Nvidia to self-owned hardware. Alongside the simultaneous launch of the new model GPT-5.6, OpenAI is building dual-track competitiveness in "hardware plus software."
Notably, at the same time, Anthropic is also accelerating. The Mythos version has completed training, and Sonnet 5 is set to be released this week. Meanwhile, Anthropic also accused Alibaba of launching the "largest clone attack in history," making nearly 2.88 million API calls to Claude in just a few weeks. Quality assurance for AI models is no longer just a technical issue but a market strategy.
For users, the official release schedule for GPT-5.6 has not yet been announced, but OpenAI's "partners first, then the public" strategy means the initial testers are likely to be large enterprise clients, research institutions, and government partners. If you're looking forward to experiencing GPT-5.6 on ChatGPT, you may need to wait a bit longer.
