US Department of Defense Updates Targeting Guidelines, Eases Restrictions on AI Participation in Combat Decision-Making

Golden Finance reports that on June 26, according to foreign media, the U.S. Department of Defense quietly revised the principles for selecting targets in combat, paving the way for artificial intelligence to make critical wartime decisions in the future. The revised targeting principles, approved in April without public disclosure, envision a "system where artificial intelligence initiates actions under human supervision," evolving from the current "human-in-the-loop system" (i.e., a system where humans initiate actions). The revised targeting guidance is the latest example of the Pentagon's urgent push to accelerate the adoption of AI. AI technology has already changed the battlefield landscape of conflicts around the world. However, the rapid development of AI capabilities also brings new threats and ethical dilemmas, challenging whether the military can keep pace with the times and comply with the laws of armed conflict.
