Crypto news: Qualcomm and ByteDance have reached an agreement for foundry services and procurement of large-scale model chips. Qualcomm will help ByteDance convert its completed in-house chip designs into mass-production chips, and supply ByteDance with millions of custom ASIC chips to support the deployment of its AI agent, “Doubao,” in data centers. To address stringent geopolitical scrutiny, the deal has been carefully bounded across compliance dimensions. Qualcomm has tasked foundry partners such as TSMC with performing wafer runs and manufacturing for ByteDance. As long as the computing performance of the custom chips is kept within legally permitted export thresholds, the related contract manufacturing will not violate the current U.S. government’s AI chip export control regulations.

This round of compliance design is quite skillful, walking the tightrope near the threshold.
