Norway plans to nearly ban elementary school students from using generative AI tools to prevent impact on learning

BlockBeats News, June 20—According to Reuters, Norwegian Prime Minister Jonas Gahr Støre said on Friday that Norway will impose an almost comprehensive ban on the use of generative artificial intelligence (AI) tools by elementary school students, while limiting AI use among older students in education to avoid negative impacts on learning. In response to the widespread decline in educational test scores, the Norwegian government banned students from using smartphones in schools in 2024 and has given teachers greater power again to maintain classroom discipline.

At a press conference on Friday, Støre said that using AI may cause younger students to skip some crucial steps in the learning process. He also said that the new rules will officially take effect with the new school year starting at the end of August.

According to the guidance standards released by the Norwegian government: at the elementary level (ages 6 to 13), AI tools should not be used in principle; at the lower secondary level (ages 14 to 16), AI tools may be used cautiously under teacher supervision; and at the upper secondary level (ages 17 to 19), students should learn how to use AI correctly, preparing for further study and entering the workforce in the future.

The Norwegian government believes that although AI has potential value, for younger students, relying on AI too early may weaken fundamental abilities such as reading, writing, arithmetic, and independent thinking. Therefore, it hopes to manage AI use by age group, ensuring learning quality while cultivating the AI application abilities needed for the future.
