With just a little more than two weeks left before the U.S. Congress recess on July 4, senators are stepping up behind-the-scenes talks to push the CLARITY Bill into the full Senate voting process as soon as the recess ends. According to sources, senators from both parties will meet this week to discuss disputed provisions, including clarifying that non-custodial software developers “should not be held legally responsible for third parties’ use of their code if they were not aware that it would be used for illegal purposes.” Previously, law enforcement agencies had been concerned that this clause could weaken accountability for illegal activities on-chain. Industry insiders note that as the legislative window steadily closes, the CLARITY Bill is entering a critical timing window. If it cannot be advanced before August, the related process may be further delayed due to the election cycle.
