This wave of planning in Shanghai directly pushes the ceiling of the software and services industry to 3 trillion yuan, with end-to-end penetration of industrial software and AI—traditional coders are becoming AI trainers.

A Shanghai press conference on June 1 said that the “15th Five-Year Plan” for the development of the service sector will clearly set out that by 2030, Shanghai’s software and information services industry revenue will be about 3 trillion yuan and its value added will exceed 1 trillion yuan. Focusing on major technology breakthroughs in areas such as industrial software and foundational software, it will promote the value reconfiguration of traditional software; and it will use AI to empower the entire software life cycle, covering steps such as requirements analysis, code generation, and testing, to cultivate new business forms and business models such as “agent-as-a-service” and “results-as-a-service.”
