On January 17, 2025, TRUMP tokens launched on Solana. At launch, 80% of the total supply of 1 billion tokens——that is, 800 million——were concentrated in the hands of two entities associated with Trump: CIC Digital LLC and Fight Fight Fight LLC[1]. Within 36 hours of launch, the token reached a historical high of $74.27 on January 19, 2025[2]. As of the snapshot date of this report, May 22, 2026, TRUMP has retreated approximately 97% from that peak[2]. During the launch sequence, hourly closing RSI plunged into overbought territory, and the MACD histogram turned positive at the turning point——both indicators triggered their normative readings as defined by their authors in the 1970s for commodities and stock markets. However, these price sequences, according to all existing regulatory and academic definitions at the snapshot date, do not have an underlying asset that makes "overbought" a meaningful reference.

The U.S. Securities and Exchange Commission’s Office of Corporate Finance issued a "Meme Coin Employee Statement" on February 27, 2025, classifying Meme assets as having limited or nonexistent utility or function, driven by speculation, and concluded that trading such tokens does not constitute a securities offering under federal law[3]. Commissioner Crenshaw’s dissenting opinion at the same time questioned this legal conclusion but did not challenge the empirical observation that "this asset class lacks fundamentals"[4]. Solidus Labs recorded in May 2025: between January 2024 and March 2025, over 7 million tokens were deployed to Pump.fun, of which 98.6% fell below the $1,000 liquidity threshold, with only about 97,000 tokens remaining above that threshold[5]. The graduation rate of tokens from the bonding curve to a standard AMM, based on Step Data, averaged 0.78% in Q2 2025, and remained in the 0.7%–0.8% range in July and August 2025 (according to Cointelegraph reports on platform mechanisms)[6].

This report advances three main claims and specifies the methodological framework for testing them.
