South Carolina Signs Law Banning CBDCs and Protecting Crypto Self-Custody, Bitcoin Mining

South Carolina Governor Henry McMaster signed Senate Bill 163 on Tuesday, banning the state's use of central bank digital currencies and participation in CBDC tests. The law says individuals and businesses cannot be barred from accepting digital assets for legal goods or services or from using self-hosted or hardware wallets for self-custody. The measure also protects Bitcoin miners in industrial areas if they meet general noise and grid limits, and it says miners, node operators, and blockchain software developers do not need a money transmitter license.
