This decision by Senate Rules Officer Elizabeth McDonough dealt a blow to Trump and his administration. The Trump administration had previously been trying to apply for the funding on the grounds of security uses related to the banquet hall. Trump had said that the banquet hall construction would be financed by private donors. But Senate Republicans are seeking to secure $1 billion in taxpayer funding for the Secret Service, to be used for security upgrade projects including the banquet hall.
