Jiangsu: Promoting Special Policies in Artificial Intelligence to Establish Innovative Data Annotation Industry Pilot Zones

On May 12, the Jiangsu Provincial Data Bureau announced that Jiangsu has prioritized the construction of high-quality datasets to accelerate the formation of benchmark datasets that meet AI readiness requirements, effectively train advanced models, address industry challenges, and possess international influence, providing solid support for the innovative development of artificial intelligence in Jiangsu Province. Statistics show that as of the first quarter of this year, over 116,000 high-quality datasets have been established nationwide, totaling over 960PB. As a major data province, Jiangsu has formed 521 high-quality datasets in key areas such as healthcare, transportation, industry, energy, and cultural tourism, with a total scale exceeding 95PB. To further eliminate bottlenecks in the implementation of ‘Artificial Intelligence + various industries,’ Jiangsu will launch a series of initiatives for high-quality dataset construction: promoting the introduction of special policies in the field of artificial intelligence, clarifying industrial development goals, key tasks, and support measures; supporting cities to build a number of distinctive ‘Artificial Intelligence +’ data annotation industry innovation pilot zones tailored to local conditions; fully leveraging the role of the expert committee on high-quality datasets and the working group on data annotation and dataset standards to systematically advance pilot experiments for high-quality datasets; organizing leading enterprises and chain master units to compile lists of data annotation needs and capabilities in key areas such as intelligent manufacturing, healthcare, vehicle networking, and government services; actively introducing demand-side platform enterprises to collaboratively promote the construction of data annotation innovation factories, accelerating the cultivation of leading data annotation enterprises, gazelle enterprises, and unicorn companies; regularly organizing high-level supply-demand matching activities to promote the alignment of high-quality provincial resources with local needs; strengthening data technology and discipline construction, supporting universities and research institutions to offer relevant majors, establishing industry-education integration training bases, and scaling up the training of professional talents such as AI trainers.
