BlackRock believes that the cap is "irrelevant" to the OCC's goals, and states that risk conditions are determined by credit quality, duration, and liquidity, rather than whether assets are held in a distributed ledger format. The company's BUIDL fund holds nearly $2.6 billion in assets, providing over 90% support for Ethena's USDtb stablecoin and Jupiter's JupUSD reserves, and will therefore be directly affected by such restrictions.
