According to Section 160 of the Criminal Offences Ordinance (Chapter 200), any person who loiters in a public place or in the common parts of a building, if they commit any of the three specified circumstances, shall be guilty of an offence:


Intent to commit a crime: Intending to commit an arrestable offense while wandering.
Obstructing others: Loitering behavior intentionally hinders others from using that public space or shared area.
Causing Fear: Wandering behavior leads others to reasonably worry about their own safety or interests.
