A procedural vote to bring the bill to the floor fell short 49 to 50, well below the 60 votes needed for cloture, plunging crypto-related stocks including Coinbase and reigniting uncertainty over whether the CFTC will ever gain the unified regulatory authority the industry has been seeking.
