The book (and the TV series) 'The Three Body Problem", by Liu Cixin, talks about an alien race that plans to invade Earth, because their planet is not stable.
They sent a fleet to Earth. The voyage is expected to take them 400 years.
Although at current time, the aliens are more technologically advanced than humanity, they fear that by the time they arrive, humanity will be more technologically advanced then them.
To prevent that, they infiltrate Earth, and thought propaganda and assassinations of scientists, they try to slow down Earth's technological advances.
