India’s Wealthiest State Maharashtra Plans to Finance Power Assets Through Tokenization
Mars Finance reports that Maharashtra, India’s wealthiest state, is formulating a policy to tokenize state government assets, including electricity transmission infrastructure, with the proceeds used to build new transmission lines and energy storage facilities. Praveen Pardeshi, chief economic adviser to the state’s chief minister and CEO of the Maharashtra Institution for Transformation (MITRA), introduced the plan at “The Box Launch,” an invitation-only event hosted by real estate tokenization company RealX and MST Blockchain at the World Trade Center Mumbai.
Pardeshi said transmission lines could be partially tokenized, for example, by 40% to 50%, allowing investors who hold the tokens to receive a share of the revenue of Maharashtra Transco. The new funds raised through the token sales could be used to build more transmission lines and solar energy storage centers. He noted that the state currently has a large surplus of solar power but lacks the grid capacity to deliver it where it is needed. Distribution companies must pay a high price of 16 to 18 rupees per unit during peak periods, while prices on the power exchange fall to just 2 paise per unit during periods of surplus.
He also cited the tokenization of Mumbai’s Express Towers commercial building under a REIT structure as an example of the practical application of real estate tokenization, emphasizing that tokenization does not mean privatization, but rather allows more citizens to participate in the development activities generated by public assets.
In addition, the state is drafting the Maharashtra Digital and Land Token Assets Transaction Act (DELTA Act). If passed, it will make Maharashtra the first state in India to legislate blockchain-based real estate tokenization.
