#美参议院发布新版CLARITY法案 9 September 15 vote on the new CLARITY Act

On September 11, Republican lawmakers in the U.S. Senate released the text of the new CLARITY Act, just days before the first procedural vote on September 15.
Republican lawmakers including Senator Cynthia Lummis released the 630-page revised bill on Thursday, saying it had incorporated 114 amendment proposals put forward by Democrats and emphasizing that the bill aims to establish the United States’ first comprehensive regulatory framework for the crypto market.
The new bill adds regulatory provisions targeting “non-decentralized financial transaction protocols.” Relevant protocols that meet the definition would need to register with the U.S. Commodity Futures Trading Commission (CFTC), with the CFTC and the U.S. Treasury Department responsible for formulating supporting rules; meanwhile, the bill further clarifies that the DeFi-related provisions mainly apply to spot and cash digital commodity transactions.
However, significant uncertainty remains over whether the bill can advance. The revised text contains no major changes to the ethics provisions, with the Department of Justice still responsible for enforcing the relevant rules, while Democrats had previously demanded that state attorneys general be granted greater enforcement authority. In addition, issues including stablecoin yield, illicit finance, and Trump’s crypto-asset conflicts of interest remain major obstacles in negotiations between the two parties. The Senate will hold a procedural vote on advancing the CLARITY Act on September 15. Because advancing the procedure requires 60 votes and Republicans currently hold only 53 seats, Democratic support is key to the bill’s further progress.
