Honestly, this ruling leaves me pretty speechless. After causing such a huge mess back then, they now get their fines waived for cooperating, with only a trading ban and registration ban as a token gesture. The 11 billion seized sounds shocking, but that was stolen money to begin with, so returning it to the victims is only right. The real question is: how many people behind the scenes—executives, market makers, and those in the chain of vested interests—are still hiding and have yet to be exposed?

So as long as they cooperate proactively, they can get the fine waived? Then teams that blow up in the future will all learn to report their teammates first.

Only confiscating 11 billion counts as punishment; everything else is just window dressing.
