SEC Proposes New "Regulation Crypto Assets" Framework for Fundraising


The U.S. Securities and Exchange Commission has formally proposed "Regulation Crypto Assets," a new framework that would allow eligible crypto issuers to raise up to $5 million over four years or up to $75 million annually without SEC registration . The proposal also includes a conditional safe-harbor provision that could free digital assets from investment-contract restrictions once the issuer has completed or permanently ceased its core managerial efforts . The proposal comes after the CLARITY Act stalled in the Senate, suggesting regulators are now using formal rulemaking under existing authority rather than waiting for congressional legislation . The proposal now enters a 60-day public comment period .
