#SEC主席乐观预期CLARITY法案通关 SEC Chair Paul Atkins said he is optimistic about the CLARITY Act passing through Congress, adding that the SEC is providing technical support to help advance the legislation. He believes the law can establish long-lasting regulatory rules; if Congress fails to complete the legislation, the SEC is also prepared to issue its own rules to address a range of issues related to the crypto market structure. SEC Chair Paul Atkins is optimistic about the CLARITY Act clearing the hurdle, mainly for the following reasons:


1 Legislative progress
The bill has already passed the Senate Banking Committee and has entered the Senate legislative calendar, taking another step closer to a full-chamber vote. Although it faces time pressure and bipartisan differences, Atkins believes the bill’s core framework is largely in place, and technical obstacles can be resolved through negotiation.
2 SEC’s cooperation and support
The SEC is actively providing technical support to Congress to help move the bill toward implementation. Atkins emphasized that legislation can provide long-term certainty for the digital asset market, avoiding the chaos of “enforcement-style regulation,” and aligns with the SEC’s goals of protecting investors and maintaining market fairness.
3 Industry consensus and demand
The crypto industry has an urgent need for regulatory clarity. If the bill passes, it will clearly define digital asset classifications and regulatory boundaries, providing legal assurance for institutional investors to enter the market. The SEC believes that clear rules will help attract capital back to the United States and strengthen market competitiveness.
4 Room for compromise in political bargaining
Despite disagreements between the two parties on issues such as ethics provisions and stablecoin yield, Atkins believes that through behind-the-scenes negotiations and balancing interests, a compromise solution can be found. For example, the stablecoin yield provision has been approved through a compromise package that both satisfies the banks’ demands and preserves part of the crypto industry’s business model.

Overall, Atkins’ optimistic expectations stem from the bill’s stage of progress, the SEC’s proactive stance, industry needs, and the potential room for compromise in political bargaining. However, whether the bill ultimately clears the hurdle still depends on the Senate full-chamber voting outcome and the progress of bipartisan negotiations.
