The State Council Information Office held a series of themed press conferences on “getting off to a strong start for the ‘15th Five-Year Plan’”. Xu Chengguang, Vice Minister of Transport, said that during the “15th Five-Year Plan” period, China’s transport development will enter a new stage. The overall goal is to basically build a modern integrated transport system, with key priorities of “one network and four modernizations.” One network is to build a modern, high-quality national integrated multi-dimensional transport network—optimize incremental capacity, upgrade existing capacity, deepen infrastructure network advantages, and address shortcomings in network development. The four modernizations are to closely align with the requirements for transport modernization: strengthen integrated and coordinated development, enhance safety-focused improvements, highlight the upgrade to digital intelligence, and emphasize a green transition.
