Jilin Province initiates a Level III emergency response for flood control and typhoon prevention

Affected by Typhoon No. 9 “Bavi” bringing moisture northward, a noticeable rainfall event is expected in the central and eastern parts of Jilin Province from July 10 to 15. The total weekly rainfall will be 100–250 millimeters; in some places it may reach 250–300 millimeters, and a few single locations could reach around 400 millimeters. The maximum hourly rainfall intensity will be 40–70 millimeters. Jilin Province’s flood-control office convened joint consultations with departments including meteorology, water conservancy, natural resources, housing and urban-rural development, and agriculture and rural areas to assess and judge the situation. It is predicted that along the Songhua River in the Jilin section, as well as the Dongliao River, HuiFa River, Yinma River, Yitong River, and Lalin River in Jilin Province, there may be flood events exceeding warning levels and possibly surpassing protection thresholds. Risks of flood-related disasters such as flash floods and geological hazards, waterlogging in farmland, and urban waterlogging are assessed as relatively high. According to relevant provisions of the “Jilin Province Flood and Typhoon Emergency Response Plan,” the Jilin Province Flood Control and Drought Relief Directorate decided to upgrade the province’s flood-control emergency response from Level IV to Level III at 22:00 on July 10.
