In every age, when the state treasury is short of funds, either you set your sights on the common people, or you set your sights on merchants.

There is another saying:
When those in power and those below them spend without restraint, they will seize from the people; with a popular uprising imminent, they will seize from the merchants; if seizing from merchants fails, then they will seize from officials.
