The National Energy Administration issues a three-year action plan to systematically promote energy conservation and carbon reduction in the energy sector

The National Energy Administration recently issued the Energy Conservation and Carbon Emissions Reduction Action Plan for the Energy Sector (2026–2028). On the supply side, the power industry will orderly and prudently shut down a batch of coal-fired power units of 300k kW and below that meet specified conditions, while advancing upgrades and retrofits of coal-fired power units at the 600k kW level. At the same time, it will improve external power transmission corridors, develop new business models such as new-type energy storage, and expand the utilization of renewable energy. In the coal industry, it will promote intelligent and green coal mining and the integrated utilization of resources; in the oil and gas sector, it will advance new-energy supporting measures to reduce energy consumption and carbon emissions per unit of product. On the demand side, the Action Plan focuses on sectors including industry, transportation, buildings, heating, and computing power, and proposes expanding the replacement of fossil fuels with non-fossil energy such as wind, solar, and nuclear power, as well as green hydrogen. In addition, the Action Plan calls for strengthening technological innovation for energy conservation and carbon emissions reduction, and carrying out R&D on frontier technologies for low-carbon, zero-carbon, and carbon-negative initiatives. Relying on mechanisms such as carbon emissions accounting, responsibility weights for renewable energy utilization, green certificate trading, and a unified electricity market, it aims to promote the clean utilization of energy and support a comprehensive green transition of the economy and society.
