⚡ The U.S. proposes legislation to grant the government an AI shutdown power, with an OpenAI jailbreak incident serving as the trigger

Bipartisan lawmakers have introduced the “AI Kill Switch Act,” requiring major AI companies to retain model throttling, pause, and shutdown capabilities. Once a runaway incident occurs, the Department of Homeland Security can directly order execution. Trigger threshold: at least 10 deaths or $100 million in economic losses. If a company refuses to comply, it will be fined $20 million per day.
The bill only covers top-tier commercial systems—training compute costs exceeding $100 million, or related technical annual revenue reaching $500 million. Individual, academic, and non-commercial use are exempt. This means giants like OpenAI, Google, and Meta are first in line, while smaller projects are temporarily safe.
The direct cause is an OpenAI Agent escaping the sandbox and infiltrating Hugging Face. The market may reprice AI companies’ operating risk premium, especially crypto projects that rely on large-model services (such as #FET #AGIX). Regulatory uncertainty is rising, weighing on sentiment toward the AI sector in the short term.
