It's not blanket Dem skepticism killing this, it's a few senators (Murphy, Van Hollen, Merkley) tied to a specific ethics provision dropped from the merged draft. Only 2 Dems locked in so far (Gallego, Alsobrooks), needs 7 to 9. August 10 recess is the deadline to watch.

In fact, only a few senators are opposed; most haven’t taken a position. The key is whether there’s a compromise proposal in the final week—but the removed provisions are very likely not coming back, and both sides will need to make concessions for a deal to happen.

Murphy and the other two refused to back down on that clause—what looks like a small issue actually reflects a trust problem; with the vote so tight, if there’s no chance before the recess, it will just get dragged on.
