The National Energy Administration issued the “Energy Conservation and Carbon Reduction Action Plan in the Energy Sector (2026–2028).” It mentions that efforts will be made to vigorously promote energy conservation and carbon reduction in coal-fired power. In a prudent and orderly manner, a batch of coal-fired power units of 300k kilowatts or below that meet conditions will be shut down; and it encourages building replacement units in accordance with the requirements for the new generation of coal-fired power. It will push forward the implementation of a batch of upgrades and renovation projects for cross-generation retrofits of supercritical (ultra-supercritical) coal-fired power units of 600k kilowatts. Support eligible units to carry out zero-carbon and low-carbon fuel co-firing, as well as CCUS (carbon capture, utilization and storage) retrofit and construction; after the retrofit and construction, the carbon-emission level per kWh should be reduced by around 10%. Implement a batch of integrated projects combining coal-fired power, gas-fired power, and new energy; support coal-fired power and new energy to achieve peak shaving and peak-load coverage through coupling of heat storage and energy storage, as well as integrated collection and transmission, to achieve carbon reduction through integration.
