The main things currently stalling the “Clear Act” are three hurdles:
1. The moral clauses triggered by Trump’s issuance of the trump coin. This is currently the biggest obstacle, and also one of the core points Democrats use to attack Republicans. Since this point has not passed, it not only means the bill will not be approved, but also suggests that Trump will face a moral stain—possibly even impeachment. Personally, if this is the hardest point to pass, Democrats will most likely drag it out until around the time of the midterm elections.
