The review process of the CLARITY Act is still constrained by ethical provisions, with Democrats opposing the agreement Trump has accepted
July 21 news, according to CoinDesk, despite President Trump yielding on the ethical provisions of the CLARITY Act, Democratic lawmakers still have objections to the details of the agreement, and the bill’s prospects for progress still face new obstacles.
Insiders say the current dispute centers on the enforcement mechanism of the ethical provisions. In particular, Democrats insist that state attorneys general should have the power to enforce moral restrictions on federal officials, while the White House and Republicans maintain that the Attorney General should serve as the highest enforcement authority.
This disagreement has become the key barrier to whether the bill can pass before the Senate recess on August 7, and it also shows that the core dispute in the legislative process has shifted from a technical regulatory category to a political contest between checks and balances.
The provision would restrict government officials’ ties with the crypto industry, including the president, the vice president, and all members of Congress, and it is a critical obstacle to moving the bill forward.
Specifically, Trump has agreed to implement broad restrictions on crypto assets for government officials, including the president, vice president, and members of Congress, and the White House says this is “the most comprehensive and far-reaching ethical provision in history.”
However, Democrats have not yet seen the specific text of the provisions, and therefore remain deeply concerned about the degree of connection between the Trump administration and its family crypto businesses, such as World Liberty Financial.
If the two parties in the Senate can reach a compromise within the remaining time, the bill would still need to be reviewed again and approved after the House reconvenes in September, before it can finally be submitted for the president’s signature to take effect.
However, more Democrats have also proposed incorporating prediction market policy into the bill, and this controversial issue could further affect the legislative process.
