Senate CLARITY Bill Text Adds Housing Pilot, Omits Ethics Ahead of Thursday Markup

Senate Republicans released the latest CLARITY draft before a scheduled Thursday markup, and the text adds housing language while omitting ethics provisions. The bill would give the CFTC more authority over digital assets and keeps a ban on paying interest or yield on payment stablecoins, with an exception for certain rewards or incentives. The measure would still need 60 votes in the Senate after committee approval before any final enactment.
