The Ministry of Finance allocates 45.8 billion yuan to support the development of preschool education
Xinhua News Agency, Beijing, May 8 (Reporter Shen Cheng) — The reporter learned from the Ministry of Finance on May 8 that the Ministry of Finance has recently issued 45.8 billion yuan in funding to support the development of preschool education in 2026, an increase of 12.56 billion yuan year-on-year, or 38%. The funding will focus on helping local areas consolidate and implement the policy of exempting preschool children from care and education fees; addressing shortcomings in inclusive resources; improving the quality of care and education; and strengthening the assistance systems for groups such as children from economically disadvantaged families.
During the 14th Five-Year Plan period, the central government cumulatively allocated 126.2 billion yuan in funding to support the development of preschool education. Starting from the 2025 autumn semester, preschool children in public kindergartens will be exempted from care and education fees for their first year in kindergarten. Corresponding fee reductions will be provided to eligible children in private kindergartens, benefiting more than 14 million children in care and reducing family education spending by more than 20 billion yuan.
Next, the Ministry of Finance will work with the Ministry of Education to guide localities in fully leveraging the coordinating role at the provincial level, and to allocate appropriately the central subsid y funds and the subsidy funds for exempting care and education fees that local governments should bear, to ensure the normal operation of kindergartens. At the same time, efforts will be made to further advance the work of expanding high-quality preschool education, to speed up the process of addressing weak links and areas of deficiency, and to steadily improve the level of kindergarten operation.
