Such a gentle breakout indicates that the upper side is not really a pressure plate, but rather a line that the market maker wants to accumulate chips. If the market maker has high ambitions, they certainly won't make a quick pump in the short term because they haven't eaten enough chips yet. Later on, there may be a significant scare that flushes out a lot of chips, creating a panic to whipsaw. As for how high, it's hard to say for now; it's too gentle.
