According to reports, Senate Democrats plan to block a cloture motion on the CLARITY Act ahead of an Aug. 7 recess, citing lack of progress in bipartisan ethics negotiations. The measure requires 60 votes to pass. Democrats have submitted ethics language to the White House but received no response, and demand enforceable restrictions on federal officials' profits from digital assets.
With Republicans holding 53 seats, they would need approximately 7 Democratic votes to reach the 60-vote threshold. If the vote fails or does not occur, the bill will be delayed to at least September. Market prediction platform Polymarket recorded the probability of the CLARITY Act becoming law by year-end declining to 23% this week from 27%.
