🇺🇸 U.S. House Panel Advances Strategic Bitcoin Reserve Bill

A significant development in U.S. cryptocurrency policy took place this week as the House Financial Services Committee advanced the American Reserve Modernization Act of 2026 (H.R. 8957).

The legislation passed the committee by a 28–21 vote, moving the proposal forward in the House legislative process. Importantly, this was a committee vote, meaning the bill has not yet become law and has not passed the full House.

What Would the Bill Do?

The American Reserve Modernization Act would establish a Strategic Bitcoin Reserve under the U.S. Treasury.

The proposal would also create a separate Digital Asset Stockpile for federally held digital assets obtained through civil or criminal forfeiture.

Under the legislation, the Treasury would be directed to maintain secure custody arrangements for government-held Bitcoin. The bill is designed to provide a more formal legal framework around Bitcoin already held or acquired by the federal government.

Why This Matters for the Crypto Industry

The committee's action is another example of Bitcoin becoming part of formal discussions surrounding U.S. government reserves and digital-asset policy.

A key distinction is that advancing a bill through a committee does not guarantee that it will become law. The legislation would still need to move through additional stages of the congressional process, including consideration by the full House and the Senate, before it could reach the President.

There is also continued debate among lawmakers about the risks and implications of holding Bitcoin as a government reserve. During the committee process, some lawmakers raised concerns about Bitcoin's volatility and investment risks.

Bitcoin Reserve vs. Bitcoin Market

For crypto investors and market observers, the development is important to watch because government policy can influence expectations surrounding Bitcoin's long-term role in the U.S. financial system.

However, legislation moving through Congress should not automatically be interpreted as a guarantee of future BTC price movements. Bitcoin remains subject to market liquidity, macroeconomic conditions, regulation, institutional demand, and broader investor sentiment.

What Comes Next?

The next important question is whether the proposal can advance beyond the committee stage.

For now, the key facts are:

• Bill: American Reserve Modernization Act of 2026
• Bill number: H.R. 8957
• Committee: House Financial Services Committee
• Committee vote: 28–21
• Purpose: Establish a Strategic Bitcoin Reserve
• Additional proposal: Digital Asset Stockpile
• Current status: Advanced by House committee; not yet law

This development puts further attention on the future role of Bitcoin in U.S. government policy and the continuing legislative debate surrounding digital assets.

Passing the committee is only the first step of the Long March. Given the tortuous experiences of various previous crypto bills, don't rush to pop the champagne.

The Digital Asset Stockpile design is interesting: managing confiscated coins separately from strategic reserves provides a compliant outlet for law enforcement-seized assets.

The 28-21 vote is quite close, suggesting considerable controversy. It will probably be even harder to get through the Senate.
