CLARITY Act stalls, leaving the market once again facing regulatory uncertainty

The CLARITY Act failed to pass a key procedural vote in the U.S. Senate this time. The 49-50 result has temporarily left the closely watched crypto market structure bill at a standstill. The bill needs at least 60 votes to move forward, while some Republicans also expressed dissent.
Previously, Senate Republicans had revised the text, reportedly adding 126 significant changes, including restrictions on public officials participating in crypto asset transactions, in an effort to address some concerns from Democrats.
But political negotiations are clearly not over. For the crypto industry, the result means that the long-awaited unified market rules will have to wait. In the short term, regulatory uncertainty may continue to affect market sentiment; in the long term, the industry will continue to watch the SEC, CFTC, and Congress's subsequent actions. The bill failing to pass does not mean the regulatory story is over; it simply means the timeline has once again become unclear.
