In the CLARITY Act’s procedural vote, Democrats gave zero votes in support, while four Republicans opposed it, leaving the bill one vote short of a simple majority. It failed over the ethics provision concerning officials holding crypto, not over the framework for the SEC and CFTC.

The market priced out the bill premium in a single day: XRP −10%, Coinbase −10%, ETH −8%, and BTC −4%; spot BTC ETFs saw $450 million in outflows in one day, the largest since June. The greater the “bill exposure,” the steeper the decline. The only sector to move against the trend was privacy, with ZEC +11.5%.

The Senate’s 2026 market structure legislation ends here. Crypto now has only one variable left: interest rates.
