Bank of China Hong Kong Rolls Out Cross-Border Credit Reporting for Retail Banking, Starting September 16

Bank of China (Hong Kong) has announced it will officially regularize the application of personal cross-border credit reports in its retail banking credit approval processes, covering mortgages, personal loans, and credit cards, effective Wednesday, September 16, 2026. This makes BOCHK the first bank in Hong Kong to announce the routine application of personal cross-border credit reports. The initiative follows the October 2025 decision by the Hong Kong Monetary Authority and the People's Bank of China to regularize the "Cross-Border Credit Interconnection" business on the basis of previous pilot programs, facilitating cross-border financing for both enterprises and individuals in the two regions. Under the new arrangement, the bank will apply cross-border credit information across different personal banking scenarios, using verified mainland personal credit reports to more accurately assess customers' repayment capacity, thereby optimizing the credit approval process, improving approval efficiency, and potentially offering customers better credit terms. The move comes as applications from new arrivals to Hong Kong for mortgages surged 37% year-on-year in the first seven months of 2026, underscoring the growing demand for accessible credit services among mainland residents working or living in Hong Kong. BANK OF CHINA shares declined 2.13% on the session, reflecting broader market weakness rather than a negative reaction to the initiative.

It will not officially go live until September 2026, leaving more than a year for preparation; the system integration and compliance details are worth watching.

Bank of China (Hong Kong)’s move is quite practical: new Hong Kong residents from the mainland applying for mortgages finally no longer need to run back and forth to obtain documents, significantly improving efficiency.

The 2% drop in the stock price has nothing to do with this news; it is simply the broader market dragging it down. In the long run, this is an infrastructure upgrade.
