A new 630-page draft of the CLARITY Act is circulating in the Senate ahead of the September 15 vote.
Key changes in this version:
1. Clarifies when DeFi protocols that are not truly decentralized must register with the CFTC
2. Limits new DeFi rules to spot and cash transactions
3. Addresses Native American groups’ concerns about prediction markets
4. Reflects more than 100 changes requested by Democrats
The bill is not yet bipartisan, but its supporters say these changes are intended to build genuine support ahead of the floor vote.
