The short position plan is quite clear, but wouldn’t entering at 60.85 be chasing too much? It would be safer to wait for a pullback to 61.3 before shorting.

You're right—support and resistance are psychological price levels. There are definitely a bunch of orders around a round number like 59.98; sell when it reaches that level, and don't get greedy.
