ORCA is the governance token of the Orca protocol, allowing token holders to participate in decisions on the protocol’s direction and the use of certain resources. It is not a guarantee of protocol revenue or returns; its direct function is to serve as proof of governance participation and the basis for voting weight. Orca governance topics can involve new features, fee structures, partnership matters, parameter adjustments, treasury uses, and governance rules themselves. Therefore, the practical significance of holding ORCA depends on whether the holder participates in discussions, voting, or vote delegation, rather than merely holding the token.

An Orca governance decision typically proceeds through four stages: proposal, public discussion, voting, and execution. ORCA holders can submit proposals for protocol changes; before voting begins, the community can publicly discuss a proposal and its implications. Once voting begins, holders use ORCA to express support or opposition, and voting weight varies with the amount of tokens held. In Orca governance, voting weight is calculated based on token holdings: all else being equal, an address holding more ORCA has greater voting weight. Voting must be completed before the deadline specified for that proposal; votes cast after the deadline cannot be counted in that round’s result. Token-weighted voting only explains how the voting influence of each address is calculated; it does not predetermine whether a proposal will pass or replace an assessment of the proposal’s content, execution costs, and potential effects. ORCA holders who do not personally track proposals continuously can delegate their voting power, allowing a delegate address to participate in governance on their behalf. Within the scope set by the community, it handles routine protocol matters, executes approved proposals, and assumes operational responsibilities when a rapid response is needed. Its purpose is to ensure that routine matters that do not need to be put to a vote of all holders one by one can still be handled. The Council’s powers have clear boundaries: it cannot modify core governance rules without community approval, exceed approved fund allocations, or make decisions that conflict with community votes. Members can be replaced or removed by community vote, so the Council is a supervised execution and operations role rather than a decision-making layer above community voting.

ORCA governance does not decide only an abstract “development direction.” Protocol upgrades can change smart contracts or core features; parameter proposals can adjust fee tiers or reward rates; treasury proposals determine whether funds are used for grants, partnerships, or development; and governance proposals can change voting thresholds or the composition of the Council. These categories affect different things: fee or reward parameters change the protocol’s economic settings, the treasury determines how resources are allocated, and governance rules determine how future decisions are made. When evaluating a proposal, distinguish whether it changes protocol functionality, economic parameters, fund uses, or governance itself.

An approved Orca proposal does not necessarily take effect immediately when voting ends. The voting result first creates community authorization, after which the team or DAO Council must execute it according to the proposal’s content; the required technical and operational steps also differ if it involves a contract upgrade, parameter adjustment, or fund disbursement. Therefore, when reviewing a proposal, confirm four things separately: whether it is still under discussion, whether it is being voted on, whether it has passed, and whether an execution record exists. Treating “a proposal has been published” or “a vote has passed” as meaning “the feature is already available” confuses a governance decision with actual deployment.

Official documentation lists xORCA as part of the staking participation system and states that stakers can receive additional ORCA and that the system can increase governance participation. It should be distinguished from simply holding ORCA: the former involves the staking system and its then-current rules, while the latter only involves holding the governance token. Staking rewards are not an unconditional promise of returns. Before participating, users should use the staking page and current governance rules to confirm availability, lockup or exit conditions, the basis for reward calculations, and risks; do not infer a fixed return merely from the statement that voting power may be increased.

Official materials disclose that ORCA has a total supply of 75,000,000 tokens and an issuance date of August 9, 2021. Total supply describes the upper-limit measure for the token’s overall quantity; it is not equivalent to the quantity freely tradable at any given time. Through governance, the community can decide how related treasury resources are used for development, grants, or matters supporting the protocol’s long-term growth; treasury balances, total token supply, and market circulating supply are different concepts and cannot substitute for one another.
