Increase support for “distinctive” individual industrial and commercial households in areas such as technological R&D, product design, inspection and testing, quality traceability, and marketing promotion. Focus on cultivating successors for “high-quality” individual industrial and commercial household operators, and guide “emerging” individual industrial and commercial households to participate in online business skills training. Support individual industrial and commercial households in building trademark brands, using geographical indications, and establishing regional public brands; encourage localities to develop and publish “maps” of “famous, distinctive, high-quality, and innovative” individual industrial and commercial households, and cultivate a batch of reassuring consumer commitment shops, online stores, livestream rooms, restaurants, and so on. Promote models such as “big companies help small shops,” encourage leading enterprises to incorporate individual industrial and commercial households into the industrial chain in forms such as shared workshops and designated processing, and support individual industrial and commercial households to develop in a clustered and group-based manner in professionalized industrial clusters. For individual industrial and commercial households that meet the criteria for small and medium-sized enterprises, they shall be treated as small and medium-sized enterprises in government procurement activities and enjoy the government procurement policies supporting the development of small and medium-sized enterprises.
