On March 20, nine departments including the Ministry of Commerce released the “Policy Measures on Promoting the Export of Travel Services and Expanding Inbound Consumption” (hereinafter referred to as the “Measures”). The Measures, in seven aspects including expanding inbound tourism consumption, facilitating inbound business activities, boosting consumption related to inbound sports events, promoting inbound culture and entertainment consumption, developing inbound health consumption, fostering inbound education and training consumption, and improving safeguard measures, put forward 16 policy initiatives.

Travel services (including tourism, studying abroad, medical care, etc.) are the largest area of China’s service trade, with their import and export scale accounting for more than 1/4 of the total value of service trade. Inbound consumption is an important component of service exports and also a key growth point of service consumption. Data from the National Bureau of Statistics show that in 2025, the number of inbound foreign tourists across the country will be 35.17 million person-times, an increase of 30.5% compared with 2024.

A person in charge from the Ministry of Commerce’s Department of Service Trade said that the various consumption by inbound visitors in China, such as “eating, lodging, transport, sightseeing, shopping, entertainment, etc.”, is counted as China’s travel service exports. According to the Ministry of Commerce’s statistics, in 2025 the export scale will be 393.98 billion yuan, up 49.5%, which is 1.6 times that of 2019. Therefore, this policy focuses on inbound consumption scenarios such as tourism shopping, business exhibitions and conferences, watching and attending events, health consumption, education and training, and more, and proposes multiple supporting measures, which is also a key focus of the document.

The person in charge from the Ministry of Commerce’s Department of Service Trade explained that the Measures introduce a series of initiatives from the perspective of “increasing the supply of high-quality services,” such as enriching the supply of inbound travel products, improving international exhibition services and levels, supporting the introduction of international sports events, optimizing the examination and approval management of commercial performances related to foreign affairs, encouraging the development of Chinese-language education, and so on, thereby stimulating new demand for service consumption; they also propose a batch of new initiatives from the perspective of “integrating consumption resources and promoting integrated development,” such as rolling out “sports event + tourism” packages, expanding integrated consumption scenarios of “performances + culture and tourism,” supporting the creation of an “international performance consumption district,” building international medical tourism brands, and more, to better meet the needs of diversified consumption.

For example, the Measures propose that in some regions with the necessary conditions, explore the establishment of international medical tourism clusters, providing international patients with services such as high-end health checkups, cosmetic surgery, rehabilitation nursing, and others. By leveraging the demonstration and leading role of Hainan Boao Lecheng International Medical Tourism Pilot Zone, it is allowed to use, within the zone, clinical urgently needed drugs (excluding vaccines) that are overseas-listed but have not yet obtained approval for registration of products of the same variety in China, and medical devices by medical institutions in the zone. It is also allowed for patients of medical institutions within the zone to take with them a reasonable amount of imported medicines for personal use and leave the pilot zone for use. In addition, implement the work plan to expand opening-up of wholly foreign-owned hospitals, and in pilot provinces and cities, support the introduction of internationally leading specialist hospitals such as rehabilitation and high-end health checkups.

At the same time, the Measures also build a promotion system from the entire chain of inbound consumption. By building national tourism brands, strengthening global precision marketing, and continuously improving visa policies, so that more international travelers “want to come to China” and “can come to China”; and in various stages including payment, tax refund, communications, sightseeing, ticketing, and others, a series of convenience measures will also be implemented. For instance, optimize outbound tax refund services, improve payment convenience, facilitate inbound processing of telecommunications business, study and promote the provision and application of personal smart devices for inbound cultural and tourism consumption, encourage life-service software to offer multilingual versions, improve foreign-language service levels in key venues, and enhance the convenience level for foreign tourists to make reservations and purchase tickets in popular scenic areas, so as to help international travelers enhance their consumption experience of “traveling in China” and “shopping in China.”

The person in charge from the Ministry of Commerce’s Department of Service Trade said that inbound consumption work involves multiple industries, multiple links, and multiple relevant departments. The Measures clarify the need to strengthen system-wide planning, enhance policy coordination, and increase the joint efforts among departments. The key proposals include further optimizing the statistical work on the development of inbound travel, promoting data interconnection among regions, strengthening data monitoring and feedback, improving the convenience of digital services for inbound personnel, encouraging local areas to provide element-based support guarantees for inbound consumption infrastructure in light of their actual conditions, and actively creating an international consumption environment that has global appeal.
