The bill clearly states that non-custodial encryption service providers such as miners, validators, and wallet developers do not fall under the category of "unlicensed money services businesses" or money transmission entities. The bill aims to provide legal certainty for developers of decentralized protocols and prevent licensing regulations from hindering the development of related technologies.
