Supply and Issuance Mechanism
The referenced V2 contract constructor mints 1.5 billion SKM to the deployer and sets that same amount as the supply cap; this construction value is not a measure of current circulating supply. A mint function remains, but only an account with the Minter role can call it and total supply after minting may not exceed the cap. Burning likewise requires the Minter role; burning from another account also reduces that account's allowance to the caller. Burning lowers total supply, but it does not by itself establish that future minting has permanently stopped.
